Creating ringtones from mp3 files?

Just for a laugh, I want to try and create ringtones and messagetones for my mobile phone, but the small memory cannot fit full tracks in. Obviously, isn't meant to, but does anyone know any downloads which allow you to "clip" parts (e.g 15 seconds worth) of mp3 tracks to create ringtones?
