This software feature is disabled by Sansung at the request of Verizon Wireless, as it canabalizes their own sales for ringtone purchases through Get It Now. Unfortunately, you won't be able to successfully send midi files from your PC or another phone to be used as ringtones.
The only thing that you may be able to is the following: You can go into My Sounds on your phone, select Record New, and record part of a song playing in the background on your PC for example. Then send this sound to your own number attached to a text message. Once received, click the options key and choose, save as ringtone. It will sound a little shatty though.
Keep in mind that if you able to find a 3rd party application that will allow you to convert files to ringtones and use them on your phone, if there is some sort of software glitch, it may void your warranty. I would just break down and pay the $1.99 or $2.99 and purchase it through Get It Now or VTEXT.com.
